Licentia Arms PVS-14: Elbit
The PVS-14 is one of the most economical and versatile night vision devices available. A PVS-14 can be helmet mounted, rifle mounted, or used as a handheld device. When helmet mounted, the user has the option of choosing which eye they prefer to use with device. This leaves the user with one unaided eye. An unaided eye is beneficial in environments where the user must read ambient lighting conditions. As a result, the user has an increased ability to gauge true lighting conditions. Because of this, the PVS-14 is an excellent choice for urban duty use and those seeking the versatility that a monocular brings.
We are frequently asked, “is a PVS-14 worth getting or should I wait to get Binos?” Binocular night vision is amazing and has many benefits. However, PVS-14s have many uses and are a great cost effective way to see at night. PVS-14s are a very capable device and we think that they are a great way to get into night vision.
Gain Control
PVS-14s use 11769 style tubes. Â 11769 tubes have a gain lead off of the tube for manual gain. This is a huge benefit when moving between varying lighting conditions as the brightness can be adjusted to the desired level.
Tube Specs
Elbit Commercial Grade XLSH Thin Filmed White Phosphor:
- FOM: 1,344Â min.
- Commercial Spot Spec: can have max 4 spots per tube larger larger than .003″. Out of the maximum of allowable 4 spots per tube, a single zone 1 spot .003″-.006″ is acceptable. Spots </= .003″ are acceptable per Elbit specification.
- This option is a commercial grade tube that does not meet mil-spec acceptance testing. These tubes could fail for a variety of reasons which is why they have a wide range of acceptable performance standards set by Elbit. Examples of why these tubes fail mil-spec acceptance testing include, lower performance and/or spot spec. Although this option is built with a commercial grade tube we still use mil-spec optics and housing to provide the budget conscious consumer with a quality system that is built to the Licentia Arms standard. We recommend this option for the customer looking for a quality built system that does not need or want to invest in a mil-spec system.
Elbit YH Mil-spec Thin Filmed White Phosphor:
- FOM: 1,600 Â min.
- Milspec Spot Spec: can have max 4 spots per tube larger than .003″ between zone 2 & 3, no spots in zone 1 larger than .003″. Spots </= .003″ are acceptable per Elbit & military specification.

I got this with the Elbit XLSH tube and it is an amazing product. I purchased this with relatively low expectations as a budget friendly way to get into night vision. Boy was I wrong. My tube has an extremely crisp image and great light sensitivity. Very high specs and I can only find one spot. This is WAY above the minimum specs of this tube. If you are looking for a budget friendly way to get into night vision, look no further. You truly cannot beat this product at this price point.

I got this with the elbit xlsh tube. Robert provided great service. Mine had high specs and only 1 spot. Way better than the pvs14s ive used in the military. My friends paid $1k more for the harris and mine seems almost as good.

A big thank you to Robert the owner as well as the shop guy who stayed late to build my unit.
After lurking forums and buying/selling a dozen different used units of various tube types to try out, I found myself in a position needing to buy new for the first time.
I needed something quick for an upcoming trip next week on Monday. Mind you this order is being placed Wednesday night just 5 days before I need to head out for the trip. Settled on an Elbit XLSH White Phos
Called up Licentia and spoke with the owner Robert. He said that he had the XLSH tubes in stock and that they just needed to be assembled into a housing. It was about 5pm and he told me to call him back the next day to see if he could get it built quickly and shipped the following day. I was doubtful.
10min after ending the phone call, Robert calls me back and said he convinced one of his techs to stay late to work on some other builds. He said if I placed an order in the next 30min he could have it built that night and shipped the next day. I was pretty astonished. He allowed me to choose from the available tubes that met my minimum requirements for SNR & EBI. I picked out a 32.7 SNR & .9 EBI unit.
They built the unit that night after normal business hours and shipped FedEx the following day. I have tracking showing Saturday delivery. Needless to say these guys went above and beyond in my opinion. They did all that while allowing me to choose a tube based on preferred specs. What more can you ask for?

This is an exceptional product. After receiving them I was blown away at how remarkable the product was. I expected maybe a small deficiency here and there but did not find one. These worked much better than the ones I was issued. Definitely a solid product and worth every penny.
